The agent has demonstrated competency with boats requiring human powered propulsion. This includes proper rowing technique, basic water safety, and the knowledge of things to look out for on the water, such as passing boats of greater speed and size, as well as the ability to get in and out of the boat without capsizing, including doing this from a position already in the water.
